If it never changes then change the step selection mode to all so that the command object is used for every load step.
Unlike ANSYS Mechanical APDL the DELTIM setting will not remain active so if it changes at any load step you must insert a command object for every load step and type in the command. Just create seven files with one value of the first variable for each file. For example the first variable needs 7 values. If you are using APDL then you could create an input file for each day an start it each time you dont need your computer. Type in the desired deltim command in the commands window and in the details of command set the step selection mode to first. the only command I know, is /wait,seconds but this only works for a maximum of 59 seconds. Then right click on Transient Structural and pick insert command. Then if you really want to use a command object you need to put values into any yellow field so that the model will start to solve. If you are doing a transient then you must set the end time for every load step. You can also switch define by for any load step from one to the other. Then set the end time and time step for each load step or you can change define by from time to substeps and set the number of substeps instead of time step. Right mouse pick on the Graph window to select all steps.
Why do you not want to use the Analysis Settings option in workbench? If you do not want auto time stepping then turn it off for all steps.
